Despite negative public misperceptions, the 111th Congress (2009-2010) is on its way to becoming the most productive since the historic 89th Congress of Lyndon Johnson’s Great Society 11965-67, according to analyst Norm Ornstein, and Obama already has the most legislative success of any modern president — and that includes Ronald Reagan and Johnson.
